Building Plans in Stellenbosch: Stellenbosch Municipality, Not the City

This is the first thing to know if you are planning work here. Stellenbosch is not part of the City of Cape Town. Building plans are assessed by the Building Development Management section of Stellenbosch Municipality, which regulates building work under the National Building Regulations, and applications are submitted through the municipality’s online building plan portal. Zoning is governed by Stellenbosch Municipality’s own zoning scheme by-law, not the City’s development management scheme.

As in Cape Town, new rooms, second storeys and most structural changes need approved plans. Your architect or draughtsman, ideally one who knows the Stellenbosch process, draws them and we build to the approved set. Heritage Rules for Stellenbosch Renovations

Heritage adds a second layer. Under the National Heritage Resources Act, altering or demolishing a structure older than 60 years needs a permit unless an exemption applies, and in Stellenbosch that covers a large share of houses, not only the obvious Cape Dutch homes in the historic core. Heritage Western Cape is the provincial authority, and the Stellenbosch Heritage Foundation comments on applications in the town. Plans in the historic centre can also face extra municipal heritage review, so ask the municipality early.

For a homeowner, the practical effect is time. Approvals take longer, and in or near the historic centre there may be conditions on materials, roof shapes, window styles and colours, so brief your architect early in case a heritage practitioner is needed. Mid-century homes in suburbs such as Dalsig and Welgelegen can also be older than 60 years now, so do not assume a 1960s house is exempt.

Renovating Older Homes: Builders in Stellenbosch Suburbs

Suburbs like Mostertsdrift, Die Boord, Dalsig, Uniepark and Karindal are full of family homes from the second half of the last century, many on generous plots under mature trees.
