As a 2026 estimate, building a new house in Cape Town costs roughly R9,000 to R11,000 per square metre for a basic finish, R11,000 to R15,000 per square metre for a typical mid-range family home, R15,000 to R20,000 for an upper-end finish and R20,000 per square metre or more for luxury and architect-led homes. Those rates cover the building itself. Land, professional fees, plan fees, NHBRC enrolment, site works and a contingency come on top, and together they can add 25% to 40% to the total. This guide explains where the numbers come from, what a per square metre rate includes, and how to build a realistic budget.

Cost to Build a House in Cape Town Per Square Metre (2026)

We compared several South African sources rather than relying on one number. AECOM’s 2025/26 Africa Property and Construction Cost Guide, the reference most quantity surveyors use, gives private dwelling rates (excluding VAT) of about R7,400 per m² for an economic house, R9,300 for standard, R11,200 for middle-class, R15,600 for luxury and R25,000 for exclusive homes. A Cape Town contractor’s 2026 guide puts local rates at R8,000 to R10,000 for basic, R10,000 to R12,000 for mid-range, R12,000 to R15,000 for an enhanced finish, R15,000 to R20,000 for premium and R20,000 plus for luxury. National price aggregators quote averages of about R10,000 per m² overall and around R14,000 per m² for a typical three-bedroom house.

Putting those together and allowing for VAT, these are realistic Cape Town estimates for 2026:

Finish levelEstimated rate per m² (incl. VAT)What it usually looks like
BasicR9,000 to R11,000Simple rectangular plan, level site, plastered brick, concrete roof tiles or sheeting, standard aluminium windows, basic sanitaryware and floor tiles
Mid-rangeR11,000 to R15,000Most family homes: better tiles or laminate, built-in cupboards, stone kitchen tops, decent fittings, a more varied plan
Upper-endR15,000 to R20,000Larger glazing, engineered timber floors, quality joinery, more complex roof, better insulation and services
LuxuryR20,000 to R35,000 and upArchitect-designed, steep or difficult sites, structural glass, imported finishes, home automation

These are estimates for planning, not a quote. Two houses of the same size can differ by a million rand depending on the plan, the site and the finishes.

What the Per Square Metre Building Cost Includes

A per square metre rate is the building cost divided by the floor area under roof. Usually it includes:

  • Foundations and floor slab on a reasonably level site with normal soil
  • Walls, roof, ceilings and insulation
  • Windows, doors and finishes such as plaster, paint, tiles and floors
  • Standard plumbing, drainage, electrical installation and a geyser
  • A kitchen and bathrooms at the stated finish level
  • The builder’s preliminaries (site setup, supervision, insurance) and profit

It usually does not include:

  • The land, transfer costs and bond costs
  • Architect, engineer, land surveyor and other professional fees
  • Plan submission fees and NHBRC enrolment
  • Boundary walls, retaining walls, driveways, paving, gates and landscaping
  • Pools, decks, solar systems, inverters and backup water
  • Unusual foundations on clay, sand or sloping ground
  • Loose furniture, curtains and appliances

When comparing builders’ quotes, check line by line what is included. A lower rate that leaves out site works or a proper kitchen is not cheaper in the end.

Professional Fees When Building a House in Cape Town

You will need an architect or draughtsman to design and draw the plans and a structural engineer for foundations, slabs and any special structure. Many projects also use a land surveyor, and larger or more complex homes may add a quantity surveyor, a geotechnical engineer for the soil, and an energy compliance assessment under SANS 10400-XA. Cape Town falls in the temperate coastal energy zone, which sets the insulation and glazing requirements.

Published South African guides put professional fees at roughly 8% to 15% of the building cost for a typical house, and some costing tools use 12% as a default. Engineering fees for a full structural design on a new dwelling are commonly quoted from about R80,000 upwards. As a builder, we do not provide design or engineering services ourselves. We build from your professionals’ approved plans and engineer’s details, and work with them on site.

Plans Approval and City Fees When You Build a House in Cape Town

No building work may start without plans approved by the City of Cape Town. The plans go to the City’s Building Development Management department, with the engineer’s appointment and any other required documents. The City says it decides compliant plans for buildings under 500 m² within 30 days, and within 60 days for larger buildings. Incomplete submissions, zoning departures or heritage issues add time, so many owners allow two to four months for approvals in practice.

Plan submission fees are set by area. For a typical single residential house of 150 m² to 200 m², expect a few thousand rand to under R10,000, based on the City’s tariff book. Fees change each July, so check the current tariffs. Our guide to building plans approval explains the process.

NHBRC Enrolment When You Build a House

Under the Housing Consumers Protection Measures Act, anyone in the business of building homes must be registered with the National Home Builders Registration Council (NHBRC), and every new home must be enrolled with the NHBRC at least 15 days before construction starts. Banks will generally not release a building loan unless the builder is registered and the home is enrolled. Owner-builders who build their own home without a bond can apply to the NHBRC for an exemption, but that comes with its own process.

The enrolment fee is a sliding scale based on the value of the home: 1.3% of the first R500,000, 1% of the value between R500,000 and R1 million, 0.75% between R1 million and R2 million, and 0.5% between R2 million and R5 million, up to a cap. On a R2.5 million house that works out to about R21,500. Use the NHBRC’s own enrolment calculator to confirm the current figure before you budget.

What Moves the Cost of Building a House in Cape Town

  • The site. A steep slope in Hout Bay or Fish Hoek, or a sandy plot on the Cape Flats or West Coast, needs more foundation work than a level erf on firm ground.
  • The plan. Every corner, step and roof valley adds cost. A simple rectangle with a straightforward roof is the cheapest shape to build.
  • Double storey. Going up saves on land and foundations but adds a staircase, a suspended slab and scaffolding.
  • Kitchens and bathrooms. They cost several times more per square metre than bedrooms or passages, so the number of bathrooms has a big effect.
  • Glazing. Large sliding doors and windows that stand up to the south-easter are expensive.
  • Weather and coastal exposure. Wind-driven winter rain and salt air call for good waterproofing and corrosion-resistant fixings. See our waterproofing services and roofing guides.
  • Access. Narrow streets, no space for deliveries or estate rules on working hours add time.

Worked Example: Building Cost for a 180 m² House in Cape Town

Here is how a realistic budget comes together for a 180 m² three-bedroom, two-bathroom single-storey home with mid-range finishes on a level suburban erf. All figures are rounded estimates.

ItemEstimate
Building cost: 180 m² at R13,000 per m²R2,340,000
Professional fees at about 10%R234,000
City plan submission feeAbout R7,000
NHBRC enrolment on R2.34 millionAbout R20,700
Site works: boundary walls, driveway, paving, gate, basic gardenR150,000 to R300,000
Contingency at 10% of building costR234,000
Total, excluding landAbout R2.99 million to R3.14 million

That is roughly R16,600 to R17,400 per m² once everything is counted, well above the headline building rate. This is the gap that catches many first-time builders. Our contingency budget guide explains why the buffer matters even on new work.

Build New or Renovate?

If you already own a house, extending or renovating is often cheaper per square metre than building from scratch, because the foundations, roof and services already exist. Our guides on renovating or rebuilding and home extension costs help you compare the two routes.

Cost to Build a House in Cape Town: Common Questions

How much does it cost to build a 3-bedroom house in Cape Town in 2026?

For a 150 m² to 180 m² three-bedroom home with mid-range finishes, the building cost alone is often R1.65 million to R2.7 million. Add fees, NHBRC, site works and contingency and a total of roughly R2.2 million to R3.6 million, excluding land, is a sensible starting estimate.

Is it cheaper to build a double-storey house?

Per square metre, a double storey is usually slightly more expensive to build, but it needs less land and smaller foundations, so on a small or expensive erf it can work out better overall.

How long does it take to build a house in Cape Town?

Allow two to four months for design and plan approval, then roughly six to twelve months on site for a typical family home, depending on size, finishes and weather.

Does the per square metre rate include VAT?

Not always. AECOM rates exclude VAT, while builders’ quotes to homeowners normally include it. Always ask, because VAT adds 15%.
